Summary of Responsibilities:

SSC Occupational Safety Specialist is expected to manage overall occupational safety activities occupational safety for CKP group and to work closely with each subsidiary company to develop, implement, maintain group’s occupational safety standards and procedures. With good understanding of each power plant and construction projects, investigate, analyze, and monitor occupational safety risk and statistics leading to corrective and/or preventive actions.

Primary Responsibilities:

Common Responsibilities in SSC

  • Create monthly reports for MD of subsidiary companies and related person (s) on work progress and issues regarding occupational safety related scopes
  • Initiate, execute and maintain all occupational safety related activities according to group’s Occupation Safety, Health and Environment policy
  • Manage subsidiary companies’ day-to-day operation through SSC Safety teams
  • Act as an internal auditor for occupational safety and health related activities
  • Deploy and support emergency response plans and drills for subsidiary companies according to group’s Business Continuity Management policy to ensure effectiveness operations during emergency situations

Group’s Standards and Procedures

  • Develop and maintain group’s occupational safety standards and procedures to ensure compliance with applicable laws, regulations, contractual obligations, international standards, and prudent practices
  • Provide safety trainings to subsidiary companies with best practice according to group’s standards and procedures
  • Develop reports and records as required by laws or applicable requirements and group’s standard and procedures

Occupational Safety

  • Work with subsidiary company to ensure that each subsidiary company performs day-to-day operation in accordance with safety procedures, work instruction and prudent practice
  • Monitor, coordinate and conduct safety inspection, risk assessment, and investigate complaints about hazard prevention and control. Use occupational safety techniques to eliminate or control hazards, and administrative control when appropriate
  • Make recommendations to related companies to control and/or improve safety working conditions, existing programs and eliminate hazards
  • Set up audit plans and perform safety audits to assure subsidiary companies’ operation is in accordance with ISO 45001:2018, applicable laws, regulations, and contractual obligations
  • Prepare reports and monitor corrective and preventive actions through the analysis of safety statistics and incident investigation
  • Initiate and implement projects to promote safety culture
  • Develop and maintain efficiency of group’s safety data management system
  • Implement and maintain Food Safety Management programme with subsidiary companies

Qualifications:
  • Bachelor’s Degree in Occupational Health and Safety Science or related field.
  • At least 10 years of experience working in occupational safety and health and at least 5 years of experience working in occupational safety in power or energy business

Common Responsibilities in Shared Services Center (SSC)

  • Gather information and assist Manager - Financial Planning to prepare monthly reports for MDs of CKP and subsidiaries and related persons on work progress and issues regarding financial planning and operation services for CKP and subsidiaries
  • Ensure that all activities are performed based on group’s standard processes to operate efficiently.

Financial Planning

  • Project Finance - prepare and update financial projection on a regular basis.
  • Prepare cash-flow statement and cash-flow forecast for monitoring, analyzing, and liquidity management.
  • Conduct activities to comply with the conditions under the credit facilities agreement.
  • Gather and prepare project and company information (e.g. financial data, projection, etc.) to support the relevant departments (e.g. Accounting, Safety and Insurance, etc.) or other stakeholders.
  • Prepare accrual interest and commitment fee and IRS, accrued interest income, accrued interest on sponsor loan; Summary fair value of IRS agreement and forward contract for period closing and consolidation.
  • Prepare the comparison between actual cash flow and budget cash flow to support the Lenders.

Financial Operation

  • Perform tasks on financial operations for all CKP group companies
    • Perform payment including issuing cheque, money transfer, advance payment, petty cash reimbursement, WHT certificate and receive tax invoices from vendor.
    • Perform receive including issuing and submission of receipt and tax invoice to customer.
    • Perform payment / receipt posting and print vouchers.
    • Perform bank account transaction, balances of cash and check the consistency between the book balance and account balance.
    • Prepare monthly record, reconcile financial transaction of bank accounts, and prepare the related financial operation reports.
Qualifications:
  • Bachelor’s Degree in Finance or related fields.
  • At least 5 years of experience working in financial planning.
  • Knowledge of financial model.

  • Support at site communication regards the changes from Organization Development (OD) aspects e.g. organization structure changes, update of functional descriptions and job descriptions
  • Assist HR Business Partner Manager to prepare monthly reports and report to MD of subsidiary and related person on work progress and issues regarding human resource operation at each local location
Local Recruitment Support
  • Verify the request of workforce from the local managers by reviewing the workforce requisition form and the job descriptions; prior submitting to SSC Recruitment for further proceed.
  • Perform local job posting and/or advertisement through coordination with SSC Recruitment; or local agency if necessary
  • Facilitate local job application for the walk-in candidates and report to the SSC Recruitment

  • Collect and verify the Overtime Request Form in daily basis for all employees at local site and in weekly basis for the operator employees and submit the documents to SSC HRM accordingly
  • Submit monthly time record and attendance report to SSC HRM
  • Follow up and verify the Performance Appraisal form from the local manager and submit to SSC HRM
  • Collect and verify certificate document to SSC HRM
  • Coordinate with the embassy, immigration office, and agency in Laos to prepare the newly issued visa and work permit for the expat who work in Laos including the annual renewal support.
  • Perform local administer and logistics for annual health check for the employees at site
HR Development Team Support
  • Collect and verify training requested documents including budget, venue, course outline with reference to CKP training roadmap and CKP core competencies, and related details before submitting to SSC HRD
  • Collect and follow up annual training feedback survey and report to SSC HRD
  • Follow up the post-training report to SSC HRD
  • Support in-house training activities including trainer coordination, logistics arrangement, meeting date and time arrangement, venue selection, participant list preparation, meals & break request

Senior Officer - Logistics is expected to perform both general and engineering procurement logistics for XPCL and ensure the quality of operation and cost optimization according to service agreements.

Main Responsibilities

Logistics on General Procurement

  • Perform tasks on logistics planning and follow-up logistics on general procurement for each subsidiary.
    • Perform logistics activity including managing logistics, warehouse, in house transportation and outsource transportation
    • Schedule date of delivery and ensure that goods are delivered to the right destination on time
  • Coordinate with related parties for tax exemption, BOI

  • The project management tasks include but not limited to :

Qualifications:

  • Under Plant Operation Shift Senior Engineer supervision, performing duties assuring a safe, efficient, and reliable operation of the Power Plant following or exceeding applicable standards and regulations within the guidelines of the Power Purchase Agreement.

  • Performing all duties in compliance with Company policies, procedures, rules, and regulations on operations, safety, conduct, and housekeeping.

Responsibilities:

  • Perform a wide range of skilled control operator duties required to operate, control and record trends of generation units, pumps, emergency generators, auxiliary equipment, various plant systems, water cooling systems, and spillway equipment through Local, Remote or Supervisory control operating systems in conjunction with the Plant Operation Shift Senior Engineer.
  • Ensure conformance with established policies, Standard Operation Procedures (SOP), and Emergency Operation Procedures (EOP).
  • Support plant operations activities, routine operating and maintenance, and overhaul procedures ensuring compliance with established standards.
  • Conduct inspections and monitoring of related equipment to assure safe operation and to maintain operational efficiencies for power generation and water discharge.
  • Start, stop, operate and control generation units, pumps, emergency generators, auxiliary equipment, various plant systems, water conveyance systems and dam equipment through Local, Local Automatic or Supervisory control.
  • Monitor equipment indicators and make necessary changes to generation units, pumps and spillways to maintain plant function and river level requirements.
  • Take corrective action when responding to equipment annunciators, alarms, and SCADA information. Initiates corrective measures needed to address or avoid plant contingencies and equipment emergencies.
  • Monitor fluctuating river inflows during flood operation and control spill releases.
  • Keep accurate and legible operation logs. Prepares and completes records and reports on operations, system failures, water releases and power generation. Initiates work requests as needed.
  • Communicate and coordinates with his/her supervisor on river changes, environmentally hazardous events and changes affecting the fish hatchery.
  • Execute switching orders prepared in accordance with SOPs, established switching practices and facility instructions.
  • Assist in assessing actual or potential damage to facilities and threats to personal safety during an emergency.
  • Assist in the diagnosis of equipment problems through the use of schematic diagrams, flow diagrams, and personal knowledge base. Implements appropriate diagnostic procedures to detect problems when control system malfunctions or other system failures adversely affect operations.
  • Review and evaluate plant performance and suggesting plant improvement and /or corrective actions to ensure maximum operating efficiency in accordance with approved policies and procedures.
  • Support effective coordination related to Outages and/or Work Permit activities and notifications.
  • Communicate effectively and accurately using both oral and written methods of communication.
  • Maintain current knowledge of new concepts, trends, and methods in the field of power plant operations, and applicable rules and regulations.

Additional Duties

General Summary

In engineering projects of hydro power plant, support Senior Engineer by drafting reports, presentation decks, contracts, technical correspondents, and technical references etc., in applying basic civil engineering knowledge, from pre-construction to construction phase. Support Senior Engineers to provide engineering consultations to O&M subsidiaries in accordance with Engineering Service Agreement.

Pre-construction phase

  • Draft reports, presentation decks, contracts, technical correspondents, terms of reference and technical references etc. to support Senior Engineers.
  • Support feasibility study process which include but not limited to supervise and monitor site investigations from civil engineering view point.
  • Review specifications and outline design drawings in applying basic civil engineering knowledge, industry standards and norms.
  • Ensure document control of the project by preparing storage and document organizing rules.

Construction phase

  • Draft reports, presentation decks, contracts, technical correspondents, terms of reference and technical references etc. to support Senior Engineers.
  • Review submittal and detail design from EPC within an assignment by a superior.

O&M phase

Engineering capability development in the organization

  • Support Head of Engineering Field to develop engineering capability and conduct knowledge management in the department.

Qualifications:

  • Bachelor’s or higher in Civil Engineering, Structural, Water Resources, Irrigation or other related fields.
  • Minimum 5 years of relevant experience preferably in civil/structural design, drawings, calculation or technical reports, feasibility study, specifications, or project development.
